There are various different frameworks designed to make creating a responsive website easier. This page was created using the skeleton framework. In their own words "you should use Skeleton if you're embarking on a smaller project or just don't feel like you need all the utility of larger frameworks. Skeleton only styles a handful of standard HTML elements and includes a grid, but that's often more than enough to get started". So ideal for something like my blog.
Other options
Other options include bootstrap, Foundation, and Gumby. Each have their own merit depending on your design aims, i i will be learning more about these types of frames as my dev training evolves.
